CDBG-DR Action Plan Approved and Available for Review
AEDC solicited public comments from July 23, 2020, to August 26, 2020, regarding the State of Arkansas Community Development Block Grant Disaster Recovery (CDBG-DR) Action Plan. This Action Plan describes how AEDC will invest $8.94 million in CDBG-DR grant funding received from the federal government to support disaster recovery from 2019’s severe storms and flooding.
HUD requires all CDBG-DR grantees to submit an Action Plan that describes unmet needs, the programs to be implemented in addressing those unmet needs, the budget for those programs, and how the programs and activities will meet HUD requirements.
On March 30, 2021, AEDC submitted a revised CDBG-DR Action Plan, which was approved by HUD on April 30, 2021. It may be viewed here.

CDBG-Disaster Recovery (CDBG-DR)
During the week of May 21st, a ridge of high pressure built over the southeastern United States. In that week, six to 12 inches of rain fell in parts of the Plains and Midwest, impacting northeast Oklahoma requiring releases from already high lakes. This resulted in widespread flooding and produced record-breaking crests downstream along the Arkansas River. A river flood of this magnitude has never happened before and had significant and widespread impacts along the Arkansas River.
On December 3, 2019, the U.S. Department of Housing and Urban Development (HUD) allocated over $2.3 billion to support the long-term disaster recovery process associated with disasters since 2017, including FEMA DR 4441 (the Arkansas River Flooding), declared on June 8, 2019, as well as other hard-hit areas in 15 states and four U.S. territories.
Of that $2.3 billion, Arkansas is expecting to receive an allocation of $8,940,000 in disaster recovery funds for necessary expenses for activities authorized under title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et. Seq.) related to housing redevelopment and rebuilding, business assistance, economic revitalization, and infrastructure repair. The State of Arkansas will be required to spend the majority of these recovery funds in “most impacted” areas as identified by HUD, which include Jefferson and Perry Counties. HUD has issued administrative guidelines in the form of the January 27, 2020, Federal Register Notice 85 FR 4681 (applicability date, February 3, 2020), for funding appropriated under Public Laws 115-254 and 116-20, for use of the funds to address grantees’ long-term recovery needs, particularly in the area of housing recovery.
This allocation is supported through HUD’s Community Development Block Grant – Disaster Recovery (CDBG-DR) Program and will address seriously damaged housing, businesses, and infrastructure from disasters that occurred since 2017. Arkansas CDBG-DR Action Plans for Disaster Recovery
The State of Arkansas has been awarded supplemental CDBG funds from two different appropriations to address the effects of five presidentially-declared disasters in 2008. The first round of funding for $25,042,358 closed in September 2009. A second round of funding for $70,181,041 was released in the spring of 2010, and covered Arkansas's 75 counties.

COMPLAINTS
As part of addressing Arkansas's long-term recovery needs, citizen complaints on any issues related to the general administration of CDBG-DR funds are welcome throughout the duration of the grant. AEDC aims to provide an opportunity to address all complaints received. Addressing these complaints is an essential responsibility for the AEDC Grants Division, as it establishes the importance of an open communication regarding citizens' concerns about the programs.
It is the AEDC Grants Division's responsibility, as grantee, to ensure that all complaints are addressed promptly and consistently and at a minimum, to provide a timely, substantive written response to every complaint within fifteen (15) business days of the receipt of the complaint.

In order for us to best respond to your complaint, please try to include the following information:
